§ 3. Qualifications for office.

Be it further enacted, that no person shall be eligible to the office of mayor or councilman, who shall not have been a resident of said town for the space of one year next preceding the date of election or appointment, provided that the first mayor and councilmen shall be eligible after residing in said town thirty days.
